The Chicago Tribune uncovers a 2010 case in which a suburban Chicago police officer reports finding a police commander ‘drunk’ with an open bottle of liquor — and the officer reports he let the commander off another time after suspecting he was intoxicated. This is a video of the second stop, in which the commander only received a $40 ticket. The case is part of a Tribune series on how the commander’s suburb is the most lawless place in the Chicago area, with authorities at all levels of government at times turning a blind eye to misconduct.
