Marlon Horton shot by off-duty Chicago police officer

Marlon Horton, 28, was fatally shot by an off-duty Chicago police officer outside a CHA building nearly a year ago. The shooting was captured by a surveillance camera located in the lobby of the building at 1815 W. Monroe.
